市场作为社会资源配置的有效手段,已经纳入了我国经济运行的轨道。但是,经济运行机制的要素主体还不够明确,要素主体之间的关系还没有理顺,这必将阻碍社会主义市场经济体制的建立,制约市场机制作用的充分发挥。建立完善的、符合社会主义市场经济要求的经济运行机制,必须处理好计划与市场之间的关系,这无疑是正确的。然而,就经济运行机制的内容来说,其要素主体不应是计划与市场相结合的“二位一体”的形式,而应该是包括计划在内的政府、市场、企业“三位一体”的形式。确立了经济运行机制的要素主体以及要素主体之间的关系,既能正确认识计划与市场之间的关系,
