在河南省秘书协会于6月下旬召开的年会暨秘书理论研讨会上,“牢记‘十要十不’,加强秘书队伍建设”是一个最热门的话题。 1995年5月22日,《河南日报》发表了中共河南省委常委、省委秘书长、省秘书协会名誉会长王全书同志《为领导当秘书要做到“十要十不”》一文,省委随即将此文批转全省,引起强烈反响。省秘书协会也向各市、地秘协发出通知,要求在组织秘书人员学习的基础上,组织撰写文章,开展秘书理论
