政府间财政转移支付是财政体制不可或缺的组成部分。本文从区级财政视角,考察了财政转移支付的话语由来,在此基础上,以上海市奉贤区为研究对象,通过对其转移支付运行中存在的问题进行实证分析。
Intergovernmental fiscal transfers are an integral part of the financial system. This paper examines the origin of discourse on fiscal transfer payment from the perspective of district finance, and on the basis of this, takes Fengxian District of Shanghai as the research object and makes an empirical analysis of the problems existing in its transfer payment operation.
