财政大监督是为进一步推进财政体制改革、预算管理改革,从机制上、体系上解决财政监督缺位问题而提出的“全员参与、全面覆盖、全程监控”的财政监督新理念。近年来,浙江省温州经济技术开发区财政局围绕“财政大监督”的理念,努力构建以加强和完善财政管理为中心,以促进财政管理和财政监督相融合为目的,加强监督结果应用的财政大监督管理模式,创新工作方式方法,因地制宜,在基建项目监管、绩效监督、预算管理、数字化财政等方面进行了有益的探索和尝试。
