宜昌县是湖北省的财政大县之一,1997年财政收入总额已突破2.6亿元,但财政收入占 GDP 的比重不足6%,低于全省水平。在实行新的体制以后,大量收入上划,县级可用财力只能勉强应付县内国家机构的运行,调度和运用地方财政资金的能力十分有限,至今仍有多项国家政策性增资没有兑现,如生活补贴、小伙食补贴等。从某种程度上说,财力趋紧已冲击着县级政权基础。所以,县级财政面临着实现振兴的艰巨任务。要实现这一目标,最根本有效的
Yichang County is one of Hubei’s major financial counties.
