六安市是集革命老区、贫困山区、沿淮行蓄洪区、江淮分水岭区为一体的农业大市。长期以来,工业不快、农业不稳、投入不足、环境不优等瓶颈问题制约了经济社会的全面发展。为了改变这种局面,自2000年撤地设市后,市委、市政府逐步确立“以适度超前的城镇化,带动相对滞后的工业化,促进农业产业化”的发展思路,坚持基础设施建设先行,坚持优先推进城镇化,带动工业化,加快二、三产业积累,最终反哺一产,推动农业由大转强,进而实现三次产业的协调发展。
