刚刚闭幕的党的十八届五中全会上,“四个全面”战略布局首次写入中央全会文件,成为国民经济和社会发展第十三个五年规划的重要内容。全面实现小康社会是其中重要的一个方面。全面实现小康社会,需要深入贯彻“创新、协调、绿色、开放、共享”的发展理念,共享发展成果。完善社保制度,既是共享发展成果的重要内涵,也是稳定社会发展成果的制度基石,在全面实现小康社会的进程中具有重要的角色。
At the just-concluded Fifth Plenary Session of the 18th CPC Central Committee, the “four comprehensive” strategic layout was first written into the Central Plenary Document and became an important part of the 13th Five-Year Plan for National Economic and Social Development. The realization of an overall well-to-do society is one of the important aspects. To realize an overall well-to-do society, we need to thoroughly implement the development concept of “innovation, coordination, greenness, openness and sharing” and share the fruits of development. Improving the social security system is not only an important connotation of sharing the fruits of development but also the cornerstone of the system for stabilizing the achievements of social development and plays an important role in the process of achieving an overall well-to-do society.
