今年1月6日,胡锦涛总书记在中央纪委第六次全体会议上发表重要讲话,号召全党要认真学习党章、自觉遵守党章、切实贯彻党章、坚决维护党章。中纪委、中组部、中宣部和中央先进性教育活动领导小组先后下发通知,对学习贯彻党章作出了部署,提出了要求。《中华人民共和国公务员法》于今年1月1起实施,中央领导在去年9月召开的全国实施《公务员法》工作会议上,对学习贯彻实施《公务员法》作出了全面部署。国土资源部党组对学习贯彻工作高度重视,专门进行了研究部署。孙文盛部长在部党章和《公务员法》培训班动员会上的讲话,就学习贯彻党章和《公务员法》以及治理商业贿赂专项工作,提出了全面而具体的要求。我们要从加强党的执政能力建设和先进性建设的高度,从全面建设小康社会和构建社会主义和谐社会的高度,深刻认识学习贯彻党章和《公务员法》的重大意义,切实把思想认识统一到中央的要求上来,不断增强责任感和自觉性,认真学习、自觉遵守、切实贯彻、坚决维护党章和《公务员法》,永葆党组织、党员的先进性提高公务员队伍的素质,深入开展“完善体制、提高素质”活动,推进国土资源管理事业蓬勃发展。
