在以承包经营为主体的企业改革中,铁路实行了万吨公里工资含量包干,在一定程度上调动了职工的积极性。但是,这种分配方式的“单导向”特征以及指标结构上的不合理,直接妨碍了企业行为的端正和活力的增加,必须予以调整和完善。我认为应将目前实行的万吨公里工资含量包干(以下简称“单含”)改为万吨公里和运输进款收入工资含量包干(以下简称“双含”)。
In the reform of enterprises that take contracting management as the mainstay, the railway has implemented the wage-content of 10,000-kilometer-kilometer kilometer, which has mobilized the enthusiasm of the workers to a certain extent. However, this “one-guide” feature of distribution methods and the unreasonable structure of indicators directly hinder the correctness and vitality of enterprises and must be adjusted and improved. I think we should change the current implementation of the million-kilometer-kilometers wage package (hereinafter referred to as “single-containing”) to 10,000-kilometer kilometer and transport revenue income wage package (hereinafter referred to as “double-containing”).
