On December 29, 2002, thenewly-organized(restruc-tured)power corporationswere established, soonafterwards, on March 20, 2003, theState Power Regulatory Commissionwas established.This is the largest anda profound reform of power industrystructure since the founding of People’sRepublic of China.The establishmentof eleven newly-organized (restruc-tured) power corporations in Chinarealizes the separation of govemmentalfunctions from enterprises, the separa-tion of power plants from power gridsand intfoduces competition mechanism.It is a milestone of transitions of thepower industry from planned economyto market economy and from monopolyto competition. China’s power industryhas entered a new developmental stage.
