基于战争的道义性框架讨论几个问题：①战争的概念不仅仅指军事战争，现代战争已经从耗尽型转向控制型，战争的目标不再是摧毁对方设施，消灭对方有生力量，而是影响敌方的信息系统。②利用现代社会信息系统的脆弱性，实施战略和战术相配合的信息攻击，以征服敌方领导的意志。③研制信息战武器和进行信息战，具有很强的政策性和法律性，必须由立法机构决策。
Several issues are discussed based on the moral framework of war: ① The concept of war refers not only to military wars. Modern wars have shifted from depleted to controlled ones. The goal of wars is no longer to destroy each other’s facilities, Party’s information system. ② Utilizing the vulnerability of modern social information systems, implementing strategic and tactical information attacks to conquer the will of the enemy leaders. ③ The development of information warfare weapons and information warfare, with strong policy and legal nature, must be decided by the legislature.
