国务院2001年5月11日以国函[2001]48号批复了上海市城市总体规划。国务院在《关于上海市城市总体规划(1999年至2020年)的批复》中指出,上海市是我国直辖市之一,全国重要的经济中心。上海市的城市建设与发展要遵循经济、社会、人口、资源和环境相协调的可持续发展战略,以技术创新为动力,全面推进产业结构优化、升级,重点发展以金融保险业为代表的服务
On May 11, 2001, the State Council approved the general plan of Shanghai Municipality with Guohan [2001] No. 48. The State Council pointed out in its Reply on the Overall Planning of Shanghai’s Urban Areas (1999 to 2020) that Shanghai is one of China’s municipalities and an important economic center in the country. Urban construction and development in Shanghai should follow the strategy of sustainable development coordinated by the economy, society, population, resources and the environment. With technological innovation as the driving force, the industrial structure should be optimized and upgraded in an all-round way, focusing on the development of services represented by the financial and insurance industry
