Jinpu Railway was an important north-south trunk line in China earlier. Its construction originated in January 1898 (24th year of the Qing Emperor Guangxu). In January, Jiangsu Rehabilitation Daoguandi asked the Prime Minister Yamen to organize the Tianjin-Tianjin Railway. Because of Zhang Zhidong, Sheng Xuanhuai and others opposed and set aside. On September 10 of the same year, the British ambassador to China and the German ambassador to China sent letters to the Yamen, requesting that Jin-Jin Railway should be undertaken under the same conditions as the Lu-Han Railway.
