中国能源安全保障日益受到国际环境的制约,必须推动能源进口的“多元化”才能解决。目前扩大与拉美国家的能源合作是一个重要方向。本文在分析了其中的机遇和挑战之后,提出我国要继续坚持“走出去”战略,转变“公关”的理念和方式,加强对投资的事前评估,以及创新合作模式,从而扩大与拉美国家的能源合作,维护我国的能源安全。 China’s energy security is increasingly being constrained by the international environment and the “diversification” of energy imports must be promoted before it can be solved. At present, expanding energy cooperation with Latin American countries is an important direction. After analyzing the opportunities and challenges, this paper proposes that China should continue adhering to the “going out ” strategy and changing the concept and mode of “PR ”, strengthen the prior assessment of investment, and innovative cooperation mode so as to expand the Latin American countries’ energy cooperation and safeguarding China’s energy security.
