国营企业是社会主义经济的支柱,国营企业收入是国民收入的重要组成部分,国营企业收入分配属于国民收入的初次分配。初次分配过程中如何妥善处理国家、企业、职工个人三者利益,不仅直接关系到稳定国家财政收入、发挥企业活力、调动职工劳动积极性的问题,而且对改革的进一步深化、国民经济的健康发展乃至社会主义制度的巩固都具有决定性的作用和意义。
