利用现代技术手段,建立一个适应小流域治理规划与管理需要的计算机服务系统,能代替许多日常繁琐复杂的信息处理,使规划更具科学性和规范性,缩短规划制定周期,及时满足水土保持工作的需要。以GIS工具软件包为核心、将地形图和相应的各种相关数据、文字资料输入计算机并作为基础数据,并使这两大类数据建立起一个逻辑关系,使社会、经济、自然、人为要素与空间坐标有机地结合起来。运用计算机高级语言对系统管理的数据进行线性与非线性、动态与静态、多目标规划设计方案等,并与专家系统的综合分析评价相结余,形成一个土地资源信息系统(HHRLIS)。
