第一部份方针任务一九五一年本市教育工作方针,以巩固提高为主,并作重点及必要与可能的发展,以进一步为生产与国防建设服务。在此方针下,主要任务有以下七项:一、深入进行爱国主义教育。提高民族自尊心与自信心。培养热爱祖国的思想及国际主义精神。二、处理接受美帝津贴之学校,斩断其与美帝国主义的联系,由中国人民收回自办:登记管理接受其他帝国主义国家津贴之学校,继续扶植整顿现有私立学校及私立补习学校,积极鼓励私人与学及群众办学。三、加强卫生健康教育,发展科学技术教育。四、大力发展与巩固干部文化教育,巩固现有职工业余学校,并作重点的发展。
