The Fourth Plenary Session of the 15th CPC Central Committee proposed that “adjusting the layout of the state-owned economy strategically, insisting that there are advances and retreats, and that some actions will be undone”. The key issue in realizing this strategic adjustment is how to exit the state-owned economy. Whether or not the state-owned economy can effectively exit is of great significance for improving the control, influence, and driving power of the state-owned economy. Recently, we carried out a special survey on private technology companies such as Hongtao K, Jinglun Electronics, and Lixing Power in Donghu Hi-tech Development Zone. Through investigations, we have profoundly realized that private technology companies are not only the main force for the development of new and high-tech industries, but also a new growth point in regional economic development, and they also promote the reform and development of state-owned SMEs.
