企业孵化器有其独特涵义，经历了从旧经济到新经济的近 50年发展历程，最重要的功能是高风险资本投资，其运行机制在包含风险投资机制运转的同时，也包含技术点子市场运转，中国企业孵化器非平衡发展、非市场化制约因素太多、风险投资机制未能有效建立等问题，须尽快制定《风险投资法》、设立创业板、建立风险投资资本撤出渠道来解决。
