退耕还林工程是通过私人承包的激励机制来实现林业资源的高效率供给,实现全社会的生态环境改善的目标。采取长期合约期权形式的制度激励,有利于引导退耕农户的行为与国家的退耕还林政策相契合;政府也会由此节约大量的监督费用。制定合理、有效的利益激励机制,引导农户多种植生态林,使农户的理性选择与国家改善自然生态环境的政策导向趋同,是改进和完善退耕还林政策措施应着重考虑的问题。
The Project of Returning Land for Farming to Forestry is to achieve the goal of improving the ecological environment of the whole society through the incentive mechanism of private contracting to realize the efficient supply of forestry resources. Institutional incentives in the form of long-term contractual options are conducive to guiding the behavior of returning farm laborers to the national policy of returning farmland to forestry; the government will also save a lot of supervision costs. To formulate reasonable and effective incentive mechanism of interest to guide peasant households to plant ecological forest more and make the rational choice of peasant households converge with the policy orientation of the country to improve the natural ecological environment is the key issue to be considered in improving and perfecting the policy of returning farmland to forest.
