会议于一九五○年十月一日在兰州召开,十月十二日闭幕。出席代表五一七人(原定数五五○人)。这次会议的主要议程是:代行省人民代表大会的职权,审查省人民政府各部门一年来的工作报告,决定本省当前的施政方针和政策;审查与通过省人民政府一九五○年财政收支概算,选举省人民政府主席、副主席、委员,组织省人民政府委员会;选举省各界人民代表会议协商委员会主席,副主席、委员,组织协商委员会。通过以上议程,巩固与扩大本省各族各界人民民主统一战线,这次会议是这样准备和进行的:(一)代表的产生上,认真的注意了代表的纯洁性,又重视了代表的广泛性,采取选举和邀请相结合的方式,使各地区、各阶层、各兄弟民族都有适当比例的代表参加。在五五○名代表中,各兄弟民族的代表共占一一二人,其中回族八二
