作为质量工作的中心环节,贯标和质量认证旨在建立一个质量保证体系,用国际质量管理标准为企业建立一套规矩,走上以质量创造企业、开辟市场的健康轨道。为此,2000年,信阳市水利工程局领导高瞻远瞩,果断决策,按照ISO9002:1994《质量体系——生产、安装和服务的质量保证模式》国际标准建立了自己的质量体系,经过近6个月的试运行,于2000年12月26日一次性地通过了美国贝尔国际验证机构的认证审核,2001年1月17日取得了ISO9000国际标准质量
