工农业生产大跃进,促进了公路建设事业的迅速发展。几年来,广大群众在党的领导下,修建了许多山区公路,这对加速社会主义建设、繁荣城乡经济和改善人民生活等方面起了巨大作用。但部份山区公路,在测设时少作踏勘比较,形成路线布局不够合理,掌握标准也较低;施工时,群众筑路任务紧、对间急、技术管理薄弱,因而修成后的盘山路线存在连续陡坡、急弯和狭路,单车行驶的载重量、车速、安全都受到较大限制。为了适应错车交会和汽车列车化运输的需要,对物资多,运大量的山区公路,必须进行改善。
