加强市属高校继续教育基地建设，对于建立规范化继续教育制度具有重要意义，必须在营造良好的社会氛围、争创良好的办学条件和制定激励性的导向政策三个方面采取一系列的对策。
To strengthen the construction of continuing education bases in municipal colleges and universities is of great significance to the establishment of a standardized continuous education system.
