社会保障在增进社会福利的同时,也承担着劳动力市场可持续运行的重要功能。工业化国家的劳动参与率持续下降引发了对社会保障与劳动供给关系的研究,研究发现社会保障激励劳动者提前退出劳动力市场从而降低了社会的劳动供给水平,但也有研究提出质疑,认为社会保障发挥了正面的劳动供给效应。尽管没有形成一致的研究共识,相关研究对各国社会保障制度的改革发展产生了积极影响。中国社会保障体系刚刚建立,这一重要研究议题目前尚未引起关注。本文对社会保障的劳动供给效应研究进行回顾与评述,探讨主要的研究方向和关键问题,总结重要的研究发现,并为国内相关领域的研究提供引导和参考。
While promoting social welfare, social security also plays an important role in the sustainable operation of the labor market. The continuous decline in the labor force participation rate in industrialized countries has led to a study on the relationship between social security and labor supply. Studies have found that social security motivates workers to withdraw from the labor market ahead of time and thus reduces the level of social labor supply. However, some studies have questioned that social security plays Positive labor supply effect. Although there is no consensus on the research, the relevant studies have had a positive impact on the reform and development of the social security systems in various countries. China's social security system has just been established, and this important research topic has not drawn any attention yet. This article reviews and studies the labor supply effects of social security, discusses major research directions and key issues, summarizes important findings, and provides guidance and references for the research in the related fields in China.
