1998年我国遭受的特大洪灾,引起了党中央、国务院对生态建设的高度重视,并及时启动了天然林资源保护工程(简称天保工程)。黔南州长顺、福泉、都匀、平塘、罗甸、荔波于1998年被列为试点县,经过两年的试点,黔南州长顺、龙里、贵定、都匀、福泉、瓮安六县(市)于2000年正式被国家列为天保工程县(市)。全州一期工程(2000～2010年)规划建设总投资为17,689.2万元。国家天保工程给黔南州生态建设带来了千载难逢的发展机遇。
The extraordinary floods hit China in 1998 caused the Central Party Committee and the State Council to attach great importance to ecological construction and promptly started the Natural Forest Protection Project (the “Natural Forest Protection Project”). The first phase of the project (2000 ~ 2010) planning and construction of a total investment of 176.892 million yuan.
