西气东输管道工程自西北向东南,从戈壁荒漠、黄土高原到水网密集的江南水乡,影响工程安全的自然灾害因素和人类经济活动引起的次生灾害因素复杂多样;另外,输送的天然气具有易燃、易爆和易扩散性,且工程在国内线路最长、管径最大、设计输送压力最高、设计输量最大,自身也潜在较大风险。根据工程的自身特点,介绍了西气东输工程劳动安全卫生预评价全新评价模式的建立,系统安全工程、断裂力学知识、可靠性理论、PIRAMID软件及HSE管理体系的引入与应用情况。
West-East Gas Pipeline Project From northwest to southeast, from the Gobi desert, the Loess Plateau to the water-network-intensive Jiangnan Water Village, natural disasters affecting the safety of the project and secondary disasters caused by human economic activities are complicated and diverse. In addition, the natural gas transported Flammable, explosive and easy to diffuse, and the project in the country the longest line, the largest diameter, the highest design delivery pressure, the largest design output, itself potential greater risk. According to the characteristics of the project, this paper introduced the establishment of a new evaluation model of pre-evaluation of labor safety and health in the West-East Gas Pipeline Project, the introduction and application of system safety engineering, mechanics of fracture mechanics, reliability theory, PIRAMID software and HSE management system.
