紧张的春耕季节已经到来,这是在农业生产上执行国家建设的第一个五年计划的第一个重要季节。今年的春耕生产虽较已往具备着更多的有利条件,但其任务则较过去任何一年都更为艰巨。这是由于全区农业生产总量业已超过解放前的水平,今后在发展时期的增产将较恢复时期困难得多。根据华东的实际情况,今年农业生产要求在一九五二年的基础上平均增产百分之八左右。虽然这个数字较之往年并不为高,但要实现这一指针,则必须经过一系列的更艰苦的工作,而且首先要取决于春耕生产的胜利完成。因此,各级党委必须充分掌握这一特点,坚决贯彻中央指示,明确以春耕生产为当前农村中压倒一切的中心任务,并立即进行下列各项工作:
The tense spring season has arrived and is the first important season for the first five-year plan to carry out national construction in agricultural production. Although this year’s spring planting has more favorable conditions than before, its tasks are more arduous than in any previous year. Therefore, Party committees at all levels must fully grasp this characteristic, firmly implement the instructions of the Central Government, make clear that spring plowing is the overriding central task in present-day rural areas, and immediately carry out the following tasks:
