1996年是国民经济“九五”计划的第一年,也是人民治黄以来岁岁安澜的第五十年,为了确保1996年黄河防洪安全,为国民经济建设保驾护航,我们认真分析、研究了1995年黄河下游水、沙特点和河道冲淤情况,分析预估出了1996年黄河下游河道的排洪能力,确定了下游主要站的设防和警戒水位。
