本文从理论与实践两个方面,论述了领导体制的属性、我国领导体制的改革以及领导体制改革的一般原则。——指出任何社会的领导体制都具有社会与自然二重性:一方面存在不同的差异,表现出明显的社会性质;另方面又都具有某些共同的性质。因此,在领导体制改革中,应当在坚持四项基本原则前提下,借鉴历史和外国的经验。——指出我国领导体制改革的必要性及其重大意义从根本上说,是为了实现社会主义根本任务,发展社会生产力,实现四个现代化和发展社会主义商品经济。——指出我国领导体制改革的目标和内容的核心,在于党政分开,转变政府职能。——指出领导体制改革的同时要遵循领导唯一、决策集体制、实施个人专责制、领导集团要受群众监督、专责指挥的个人必须由领导集团任免、领导集团成员必须是本部门水平最高的领导专家和管理专家的原则。
This article discusses the characteristics of the leadership system, the reform of the leadership system and the general principles of the leadership system reform from two aspects of theory and practice. - Pointed out that any social leadership system has the dual nature of society and nature: on the one hand, there are different differences, manifesting obvious social characteristics; on the other hand, they all share certain common features.
