志愿服务理念萌芽在包头可追溯到上世纪50年代末期。1959年1月19日《人民日报》1版,发表了《保证重点,支援包钢》的社论,成千上万的志愿者从祖国各地奔赴包头,掀起了建设包钢的热潮;1963年,在“向雷锋同志学习”的号召下,包头学雷锋活动广泛兴起;1996年,包头市开始创建全国文明城市,学雷锋活动、志愿服务工作作为精神文明创建一项重要任务摆上日程,扎实推进,学雷锋志愿服务活动进入活跃期。
