从2004年第四季度开始,经济运行高位趋稳。今年1-4月份的主要经济指标表明这一特点进一步明显。比较1993年经济升温到趋稳的历史,以及我国经济周期性波动的一般特点,可以认为,当前经济运行已转入稳定的增长平台。考虑到经济波动内在成因的惯性、社会预期的变化和宏观调控措施的滞后效应,今年宏观调控将处于一个相当敏感和微妙的阶段。应当密切监测经济走势,既要巩固前一阶段宏观调控成果,又要审慎把握宏观调控方向和力度,着力推进关键领域的各项改革,为保持经济平稳持续较快发展打好体制基础,避免经济出现大的起伏。
