一、加强和充实非公有制企业政工队伍的建设 其政工队伍的来源:第一,原是党员的非公有制企业厂长经理可实行党政领导职务“一肩挑”,这样对抓经济抓政工都有利。第二,原非党员的非公有制企业厂长经理可按照十六大修改的新党章要求,鼓励和重视培养他们加入党组织,为加强党建和政治思想工作培养新生力量。第三,原国有企业(包括三线军工企业)辞职退休、下岗失业的部分优秀党务政工干部,可聘请充实到非公有制企业政工机构。第四,原政府机关和区乡村镇的一些党政领导干部,包括政法纪检组织宣传和工会等部门干部,退休或辞退之后可聘请到非公有制企业担任党组织和政工部门领导,进一步扩大企业的知名度和号召力。第五,从大中专毕业生和军转人员中培养选拔一些政工干部。
