证券市场是各国社保基金的重要投资方向,我国监管部门对社保基金入市也给予了政策上的支持。2001年12月发布的《全国社会保障基金投资管理暂行办法》明确规定了社保基金可以投资基金、股票、有价债券等。是年7月,社保基金配售中石化3亿A股,开始试水证券市场。2003年6月,全国社保基金理事会授权6家基金管理公司托管社保基金,标志着社保基金正式进入证券市场。这一政策的出台改变了社保基金过去投资渠道狭窄,

China’s regulatory authorities have also given policy support to the entry of social security funds into the market.
