新中国成立以来,我国教育政策的发展呈现出“精英主义”与“大众主义”两种模式。改革开放以来,“精英主义”日趋成为我国教育政策的主导价值。“精英主义”导向的教育政策价值导致我国教育政策出现镜像政治、策略空间以及精英结盟等现实困境。精英主义导向下教育政策成为政府获得合法性以及精英集团谋取更大利益的工具,进而使得“异地高考”新政沦为一项象征性政策。深化公共教育体制改革,加强教育政策过程的公共性以及教育问责制的构建是“异地高考”新政公共性价值回归的路径选择。
Since the founding of New China, the development of China’s education policy shows two modes of “elitism” and “massism.” Since the reform and opening up, “elitism” has increasingly become the dominant value of China’s education policy. The value of “elitism” oriented education policy has led to the real predicament of China’s education policy such as mirror politics, strategic space and elite alliance. Elitism-oriented education policy has become a tool for the government to obtain legitimacy and elite groups to seek greater benefits, thus making “off-campus entrance exam ” the New Deal reduced to a symbolic policy. Deepening the reform of public education system, strengthening the publicity of educational policy process and constructing the education accountability system are the path choices for the return of the public sexuality value of the college entrance examination.
