英国建立了完善的四级立法体系,并在威尔士、苏格兰和北爱尔兰建立了权利下放机制下的区域立法机构和区域政府。区域立法机构和区域政府在地方性图书馆立法中发挥着关键作用。北爱尔兰、苏格兰和威尔士至今已形成了不同的图书馆法律体系,这些不同的图书馆法律体系体现了英国地方性图书馆立法立足于历史,着眼于区域不同发展路径的特点。
The United Kingdom has a well-established four-tier legislative system and regional legislative bodies and regional governments under decentralization in Wales, Scotland and Northern Ireland. Regional legislatures and regional governments play a key role in the legislation of local libraries. Different legal systems of library have been formed in Northern Ireland, Scotland and Wales so far. These different legal systems of library reflect the characteristics of British local library legislation based on history and focusing on different development paths in the region.
