各位同志:人民政府劳动政策的基本原则就是毛主席所提出的:「发展生产,繁荣经济,公私兼顾,劳资两利」。这是新民主主义经济政策的基本原则,也是新民主主义劳动政策的基本原则。这个基本原则有两方面的意义:一方面,是由「发展生产、繁荣经济」来达到「公私兼顾、劳资两利」的目的;另一方面,是用「公私兼顾、劳资两利」来达到「发展生产、繁荣经济」的目的。我现在来讲一讲这两方面的意义。
Ladies and gentlemen, The basic principle of the labor policy of the people’s government is Chairman Mao’s proposal of “developing production, prospering the economy, giving consideration to both the public and the private, and giving consideration to labor and capital.” This is the basic principle of the new-democratic economic policy as well as the basic principle of the new-democratic labor policy. This basic principle has two meanings. On the one hand, it aims at “giving consideration to public interests and giving consideration to both the employer and the employer, and benefits both labor and capital.” On the other hand, it achieves the goal of “taking both public-private-interest and labor-management benefits” into consideration “To develop production and promote economic prosperity”. I now talk about the significance of these two aspects.
