一、在组建股份制企业时,党组织的设置与调整工作应同步考虑和安排。要按照《中国共产党章程》的规定,根据企业的规模、党员人数和工作需要,经上级党组织批准,及时改建或组建党的基层委员会、总支部委员会、支部委员会。有的企业党组织初建时,如选举的条件尚不成熟,党组织负责人可以先由上级党组织指派,待条件成熟时,再按规定选举产生。二、股份制企业中党的基层组织,处于政治核心地位,发挥政治核心作用,围绕生产经营开展工作。其主要任务是:(1)贯彻执行党的基本路线,保证监督党和国家的方针政策的贯彻执行;(2)对企业生产经营、技术开发、行政管理、人事管理等方面的重大问题提出意见和建议,参与企业重大问题的决策;(3)加强党组织的思想、组织、作风建设,在企业的改
