重庆市县级疾控中心人才队伍现况分析

目的 了解重庆县级疾控中心人才队伍现况,为开展县级疾控中心能力建设提供依据.方法 统一设计调查问卷,采取全部调查方式,由各疾控中心相关负责人自行填写调查问卷.结果 至2016年底,重庆市共有常住人口3 022.37万,按1.75/万的配置比例计算,全市疾控应有5 289人编制,实际编制仅2 705人,编制配备率为51.1%,编制人口配比为0.89/万,经济发达的主城区编制配备率低(38.9%),满编率高(93.7%),而经济较差的渝东南地区编制配备率高(60.3%),满编率低(83.5%);45岁以上在岗人员占35.4%,渝东北地区有30年以上工作年限人员高达25.6%,专业技术人员高级、中级、低级职称比例为1.4∶3.4∶5.2;研究生学历仅5.3%,博士/硕士学位仅3.8%,且高学历、高学位地区分布差异均有统计学意义(P<0.01).结论 重庆全市疾控人员编制严重不足,有近一半的缺口,县级疾控人才队伍老化,且人员职称、学历、学位结构亟待优化.“,”Objective To understand the current situation of the talent team in county-level's CDCs in Chongqing, provide basis for carrying out the capacity building in county CDCs. Methods The questionnaire was designed uniformly, the fullinvestigating method was adopted, the questionnaires were filled by each relevant responsible person in every CDCs. Results By the end of 2016, there were 3 022. 37 million permanent residents in Chongqing. Computing according to the allocation ratio of 1. 75/10000, it should have 5289 staff in all CDCs in Chongqing. But the total scale was only 2705. The preparing rate and the ratio of compile to population were 51. 1% and 0. 89/10000 respectively. In the economically developed major urban area, the preparing rate was lower ( 38. 9%) while the fill rate of compiling was higher ( 93. 7%), but thats in poorer southeast area were higher ( 60. 3%) and lower ( 83. 5%) respectively. There were 35. 4% working staff aged over 45 years, and25. 6% had worked over 30 years in north-east area. The proportion of senior, intermediate and junior titles of professional and technical personnel was 1. 4∶ 3. 4 ∶ 5. 2. The proportion of postgraduate education and Ph D/master's degree were 5. 3%and 3. 8% respectively, and there were statistically significances in both high academic qualifications and high degrees in different regions ( P < 0. 01). Conclusion The scale of CDC of Chongqing is severely insufficient, and there is nearly one half shortfall. Personnel team of CDC at county-level are aging. And the structures of professional ranks, educational backgrounds and degrees all needed to be optimized urgently.
