建立孤儿保障制度。山东省茌平县根据《山东省民政厅山东省财政厅关于发放孤儿基本生活费的通知》制定孤儿养育制度:社会散居孤儿每人每月600元,福利机构集中养育孤儿每人每月1000元。孤儿基本生活费发放的对象,是失去父母、查找不到生父母的未成年人。孤儿成年后仍在校就读的,继续享受孤儿基本生活费。截止目前茌平县共救助社会散居孤儿47人。发放孤儿基本生活费74.4万元,专项用于保障
