由于现有的各种生产潜力,特别是采准作业方面的潜力尚需查清和挖掘,以保证提高回采工作面的生产能力,所以,完成国家(苏联)的采煤计划和任务是相当紧张的。为加速这项工作,从战略上提出了特殊要求,即不仅要研制技术水平较高的掘进机组,而且还要在科学劳动和生产组织的基础上加强对现有技术装备的应用。
