随着国有林区林权制度改革的深入,森工企业将面临重大的人员调整。解决由此而产生的大量富余劳动力的安置和价值再造问题,是林权制度改革顺利进行的重要保证。以国有林区改革试点——伊春市为切入点,根据社会保障体系的构建原则,提出国有林区社会保障体系建设探索方案。
With the deepening of the reform of the forest tenure system in the state-owned forest areas, the forestry-industry enterprises will face major personnel adjustments. Solving the problem of resettlement and value rebuilding of a large amount of surplus labor force thus generated is an important guarantee for the smooth progress of the reform of the forest tenure system. Taking the pilot reform of state-owned forest area-Yichun City as the breakthrough point, this paper proposes the exploration plan of the construction of social security system in the state-owned forest area according to the principle of constructing the social security system.
