一、国际公约中有关条款1.《国际电信公约》(一九八二年国际电信联盟内罗毕全权代表大会通过),第二十一条各会员对国际电信业务的用户,尤其在赔偿损失的要求方面,不承担任何责任。2.《国际电信公约注释本》,第二十一条免除各电信主管部门在国际业务方面的责任始终被认为是为防止业务差错造成过多损失所必要的,业务差错在绝大部分情况下是由业务管理效率引起的,而且业务差错的数量与全部业务量相比是微不足道的。1865年巴黎电报公约已载有这样的条款,该条款经1932年马德里公约作文字修改后仍予保留。该大会根据德国的提案(第82TR号)用“责任”一词代替公约草案内的“不承担责任”,因为这样似乎更为简单。这条规定的目的仅取于说明不承担责任的原则。出于强调各会员对公众不承担任何性质的经济责任的愿望,1947年大西洋城大会补充一条关于包括在赔偿损失的要求方面的规定,
