腐败与权力相伴而生．权力腐败是社会政治生活过程中的一个很难避免的问题，无论发展中国家还是发达国家，没有哪一个地区能够幸免。刘少奇同志曾经指出：“历代革命者，一到他们进行的事业得到胜利和成功以后、少有不腐败，不堕落的”①这就是说：腐财问题的实质是权力腐败。
Corruption and power go hand in hand. Corruption of power is a difficult issue to avoid in the course of social and political life. No one region can be spared no matter in developing countries or developed countries. Comrade Liu Shao-ch’i once pointed out: “After the victories and successes of the undertakings they have carried out, there have been few instances of non-corruption and non-degeneration.” This means that the essence of the corruption problem is corruption of power.
