一、科学发展观之“观”到底意味着什么发展是执政兴国的第一要务,这是我们科学分析当今的世界格局、总结历史经验尤其是20世纪90年代的经验以后获得的一个重要认识。这一认识是来之不易的,它意味着,在建设中国特色社会主义的实践中,要把“发展”作为执政兴国的一项首要任务。这是从如何建设社会主义的角度提出的问题。而发展观问题的提出,则进一步提出了一个如何认识发展以及用什么样的态度、什么样的世界观和价值观来对待发展的问题。这一问题的提出意味着,在我们把发展当作第一要务的时候,还必须端正对发展的认识和态度。
First, what is the development of “concept” in the scientific concept of development is the first priority for governing and rejuvenating the country? This is an important understanding we have obtained after analyzing the current world pattern scientifically and summing up historical experience, especially the experience of the 1990s. This understanding is hard-won, and it means that in the practice of building socialism with Chinese characteristics, “development” should be taken as a top priority for governing and rejuvenating the country. This is a question raised from the perspective of how to build socialism. The development of the concept of the issue, then further proposed how to understand the development and what kind of attitude, what kind of world outlook and values to treat development. The proposition of this question means that we must correct our understanding and attitude toward development when we regard development as our top priority.
