全国总工会关于各地工会贯彻执行《企业法》的通知中指出:“用合同形式把经营者和生产者的权利、义务关系加以明确规定,使经营者和生产者双方的合法权益都得到保障,从而使企业发展具有强大的动力和广泛的群众基础”.双保合同制是一些工矿企业依据这一精神,试行的一种管理制度,即保证经营者具有经营管理权,又保证职工群众充分行使民主管理权.在长沙市,1989年有6家(包括402队)推行双保合同制,地矿部门也有少数单位试行,可以说,这是一项探索性的工作.
