以前,我县科技计划项目采取常規管理办法,即省、地科委把项目下达给县科委,我们再把项目下达给项目承担单位,经费也随着一次性拨给。结果是承担单位领导管理经费,而不具体管项目,执行项目的科技人员需用课题经费,而又没有开支课题经费权,造成项目与经费脱节,责任与利益脱钩,甚至经费被挪用,试验项目半途而废。科委项目管理人员面临着试验任务难落实,试验总结、统计报表难收齐,检查项目难找人的“四难”问题。这不仅给国家造成经济损失,而且贻误了宝贵的科研时间。针对上述情况,自1983年起,我们试从省科委下达的“速成高产茶园栽培技术”攻关项目入手,实行课题组承包责任制,取得了较好的效果。该项目1983年下达,当年实行承包,1987年完成项目任务,实现了“一年种,二年摘,三年亩产茶叶过一百(公斤)”的经济与技术指标,并通过了省科委鉴定。该项成果属省内首创,在同纬度茶区达到国内先进水平,被称为茶叶生产的“莲花模式”而在全县以至其他地区大面积推广。

The project was issued in 1983, when the contract was implemented and the project task was completed in 1987, realizing the economic and technical indicators of “one year or two years of picking, over one hundred kilograms of mu per mu in three years” and passed the provincial section Committee appraisal. The achievement is the first in the province, at the same latitude tea area reached the domestic advanced level, known as the tea production of “Lotus Model” and in the county and other large area to promote.
