The “Report and Research Plan on Flood Control and Disaster Reduction in the United States” was compiled by the Center for Disaster Reduction Research of the Ministry of Water Resources and reviewed by Zhao Chunming, director of the national defense department, which has now been published and started to be issued. The book is divided into three parts, the upper part of the “flood control and disaster reduction report”; the next part, “the United States flood and disaster reduction research program” and the annex, the Indian National Irrigation and Drainage Commission’s “non-engineering flood prevention measures status report.” The first part of the paper reviews the course of national flood control and disaster mitigation in the 1960s and 1980s.
