By measuring the growth rate of total factor productivity (TFP) in the Yangtze River Delta manufacturing industry and the contribution of each factor to the output value, it is found that the contribution of capital has decreased slightly but still maintained a large proportion. Capital in the heterogeneous Yangtze River Delta manufacturing industry is still the driving force for sustained development. TFP growth has been dampened in the investment-driven manufacturing growth model. This paper argues that to enhance TFP as the main line of supply-side transformation and upgrading of manufacturing industry, the traditional TFP is decomposed into three parts: labor productivity, capital productivity and resource allocation reference efficiency. It is found that the growth rate of capital productivity in the manufacturing industry in the Yangtze River Delta is larger and the growth rate of labor productivity is smaller , The reference efficiency of factor configuration has a significant effect in the growth of TFP, and there are positive and negative effects in the industries with different technical characteristics. Empirical test results show that resource allocation reference efficiency has a great impact on the change of TFP.
