党的十八大报告指出:“以改革创新精神全面推进党的建设新的伟大工程,全面提高党的建设科学化水平。”党建科学化就是把党的建设提升到规律层面,认识和把握新的历史条件下党的建设规律,使党的建设符合科学的性质或状态。十八大报告要求基层党组织要以服务群众、做群众工作为主要任务,加强基层服务型党组织建设。所以,笔者认为,服务好群众是基层党建科学化的本质要求。

Therefore, I believe that serving the masses is the essential requirement for building a scientific party building at the grassroots level.
